actually that made me laugh. but am wondering what you mean. you SEEm to mean that tyhe elite are so powerful that any 'revolution' can only be 'in the mind of the people', and yet understood another way is that that is EXACTLY where it needs to be because the propaganda IMPRISONS the mind of the people

I can't speak for Bobby, as I think he has quoted from The Cantos by Ezra Pound who may have had his own reason for using it, but Googling the original quote from John Adams, I found this:
"As to the history of the revolution, my ideas may be peculiar, perhaps singular. What do we mean by the Revolution? The war? That was no part of the revolution; it was only an effect and consequence of it. The revolution was in the minds of the people, and this was effected from 1760–1775, in the course of fifteen years, before a drop of blood was shed at Lexington."

It being indeed a quote of a quote of a quote, I think artist intent is even more inconsequential than usual, and it's pretty damn inconsequential usually!

Though I can say at least that I definitely didn't mean that the elite are powerful.
